Several area groups, including Project H.O.M.E. and the Poor People’s Economic Human Rights Campaign came to Dilworth Plaza today to protest Bill 110386. The bill, introduced by outgoing Councilman Frank DiCicco, would amend Philadelphia code pertaining to sidewalk behavior, allowing police to “cite or remove persons who are homeless without the currently mandated system of warnings and engagement with an Outreach Team.”
Speakers including Sister Mary Scullion of Project H.O.M.E., Councilwoman Jannie Blackwell and Green Party Sheriff candidate Cheri Honkala, spoke mic-less to a crowd of about 80. Many in the audience were homeless.
